The Kinosao Sipi Minisowin Agency (KSMA) strives to support the children and families of Norway House Cree Nation, through their commitment to the welfare of its members and the preservation of family unity.
KSMA emerged from the visionary leadership of the Norway House Cree Nation Chief and Council. Their decision to decentralize child and family services from the Awasis Agency of Northern Manitoba marked the beginning of a two-year journey of community consultation, planning, and negotiations with the provincial government.

On March 17, 1999, the ratification of the Order-in-Council formalized the inception of KSMA, ushering in an era of empowerment and self-determination for the Norway House Cree Nation.
With its mandate secured, KSMA embarked on a mission to promote the best interests of its members while upholding the sacred bond of family.
At the core of KSMA's vision lies a commitment to nurturing a safe, caring community where healthy families thrive. Through programs grounded in tradition, culture, and values, the agency endeavors to instill in children honour, respect, and love, empowering them to become responsible citizens.

Rhonda Apetagon, Executive Director of KSMA, articulates their mission to ensure that the Norway House Cree Nation remains a stronghold of cultural heritage and familial bonds. "We envision a community where children are raised with dignity and families flourish in a nurturing environment," she emphasized. Reflecting on the agency's foundational values, Rhonda adds, "The importance of family, working with the agency, and endeavoring to keep our kids connected to their extended family and community has been paramount to me." She further underlines the agency's reach, stating, "We serve not only the Norway House Cree Nation but also provide services in our Winnipeg office to First Nation families from communities spanning Alberta, Saskatchewan, and B.C."

Central to KSMA's ethos is the belief that preserving family unity is paramount. Through training, emergency family supports, and community programs and services the agency strives to equip families with the tools needed to navigate life's challenges while staying true to their cultural identity.
Sandra Clarke, the Family Enhancement Coordinator at KSMA, highlights the agency's proactive approach to community based programs and services. "My role as coordinator involves developing and implementing prevention services for the Norway House Cree Nation, including parenting programs, education, and awareness sessions," she explains. Sandra underscores the agency's commitment to keeping families together, stating, "Instead of placing the child in care, we offer a homemaker and other support services to maintain family unity."

Gwen Apetagon, Child-in-Care Counselor at KSMA, sheds light on the challenges facing the community. "We observe evidence of drug and alcohol use just by surveying the community. We witness children left alone, lack of discipline, and instances of violence, along with hungry children," she acknowledges. Despite these challenges, Gwen recognizes the agency's dedication to prioritizing the welfare of children.
Moreover, KSMA takes pride in its efforts to preserve and celebrate the rich cultural heritage of the Norway House Cree Nation. Through traditional language and culture revitalization camps, a variety of workshops, and community events, KSMA fosters a deep sense of pride and belonging among its people, instilling a renewed appreciation for their ancestral traditions and customs.

Deborah Rowe, a devoted foster parent within the Norway House community, shares her journey. "Initially, I began caring for my grandchildren, which led me to become a foster parent. I find fulfillment in caring for children of various ages, filling a void in my life," she reflects. Deborah expresses gratitude for KSMA's support, stating, "The agency provides me with all the services and assistance I need. They've helped me tremendously."
